Centre, Punjab to adopt joint stance

Lahore—The federal and the Punjab governments have decided to adopt joint stance over the issue of US accused Raymond Davis arrested in connection with the death of two Pakistanis in Lahore.

Both the governments have decided that the accused will not be handed over to the Unites States till investigations into the incident were completed.

Sources privy to the development said on Sunday that, Federal Interior Minister Rehman Malik will meet Punjab Chief Minister Shahbaz Sharif and discuss investigations into the incident.

The Punjab government, sources said, has contacted the US embassy for obtaining information about Raymond Davis and it has sent a questionnaire in this regard.

The questionnaire sought information about the persons who fled in the second vehicle, which had come for the protection of Raymond Davis and crushed another youth.

Meanwhile, Members belonging to opposition parties in the National Assembly and the Senate have drawn up plans to strongly raise the issue of killing of two Pakistanis in Lahore by American national Raymond Davis when the two houses resume their sitting on Monday afternoon.

Sources privy to the strategies of PML-N, PML-Q, JUI (F), MQM and Jamaat-e-Islami said the parties would take up the issue and the pressure of the US Embassy for the immediate release of Raymond Davis and would press for a full debate by suspending other business in the two houses.

The PML-N Government in Punjab, where the incident took place has refused to give in to the pressure. Though the Foreign Office categorically rejected the demand for the handing over of the American national, the legislatures are worried that the government would succumb to US pressure under one pretext or the other.

The Parliamentarians would seek a categorical assurance from the Government that Raymond Davis would be tried in Pakistan according to law of the land. They said they would in no way allow Raymond Davis’s deportation to the United States citing examples that many Pakistanis including Dr Aafia Siddiqi are in American jails and they are not being deported to Pakistan.

In Karachi Sindh National Front Chairman Mumtaz Ali Bhutto said if the United States is not ready to release innocent Pakistani citizen Dr. Aafia Siddiqui then how it is pressurizing Pakistan for giving immunity to American citizen, who has killed two persons in Lahore.

Talking to various delegations who called on him at his residence, Mumtaz Bhutto reminded that the United States should not forget that diplomats of several countries have borne severe punishments in the Unites States and till today it never pardoned anyone.

Analysts say the case of an American national who shot two Pakistanis dead in Lahore this week has escalated into a diplomatic standoff. U.S. officials in this capital city said the man, Raymond A. Davis, was a diplomat who fired in self-defense and qualified for immunity from prosecution.

Law enforcement authorities in Punjab province, where the shooting took place Thursday, had made no effort to verify his diplomatic status before arresting and detaining him, in violation of international conventions, officials said. “You don’t treat a diplomat like another person. You don’t arraign them before a court.

That’s serious, too, and this will escalate,” a senior U.S. official said Saturday, speaking on the condition of anonymity because of the sensitivity of the issue., a report in Washington Post said on Sunday.

The official said Pakistani authorities had not allowed American officials access to Davis until midnight Friday, “a pretty big breach of protocol.” A senior Pakistani government official said Davis’s diplomatic status was “not clear at all.

The dueling statements signaled a deepening dispute between the United States and Pakistan - tenuous allies whose partnership is acutely unpopular among the Pakistani public - over an incident that has become enmeshed in broader tensions in the relationship.

Pakistani government officials, who are often accused of being puppets of the United States, have vowed not to give Davis special treatment and insisted that the legal process run its course. The main opposition party, which runs the Punjab provincial government, has cast itself as even more defiant, and the senior U.S. official described officials there as particularly uncooperative.

The Pakistani government official said investigators were focusing on why Davis, whom the U.S. Embassy said was assigned to Islamabad, was in Lahore and armed.

The senior U.S. official said Davis was a “permanent diplomat” who was assigned to the U.S. Embassy in Islamabad as a security officer. Davis was temporarily working at the U.S. consulate in Lahore, the official said. But he was not permitted to carry a weapon, the official said.

Four militants killed in US drone attack in Pak

A US drone struck a vehicle in a terrorist stronghold in northwest Pakistan's North Waziristan tribal region near Afghan border on Sunday, killing at least four militants. The spy plane fired two missiles at the vehicle in Doga Madakhel area of the restive Datta Khel sub-division, a region that has
witnessed several drone attacks in the past two years, official sources said. They said four militants were killed in the attack.
CIA-operated drones have carried out more than 100 attacks in North Waziristan tribal agency alone last year.
The US has stepped up pressure on Pakistan to move troops into the volatile region to flush out Taliban and al-Qaeda elements who target foreign forces across the border in Afghanistan.

Passenger bus, oil tanker collide; 32 killed

JAMSHORO: Fire broke out when the passenger bus collided with oil tanker at Super Highway near Nooriabad late on Saturday, killing at least twelve people and injuring several others, rescue sources said. According to the report, accident took place when over speed bus, moving from Karachi to Sukkur, got out of control and collided with the oil tanker, standing on the roadside after which both the vehicles caught fire. More than 40 passengers including women and children were travelling out of which several injured passengers have been taken out who were taken to Jamshoro hospital.

Nawaz concerned over govt delay on ‘reforms agenda’

ISLAMABAD: Pakistan Muslim League – Nawaz (PML-N) chief Nawaz Sharif on Wednesday said a delay on the government’s part in the implementation of the PML-N’s 10-point ‘reforms agenda’ would only aggravate the public’s problems.
No plan succeeds without a proper time frame of implementation, said Nawaz, expressing his concern over the absence of an implementation timeline from the government’s side.
Addressing a high-profile meeting of his party in Islamabad, Nawaz said the country was in an extraordinary state of circumstances which was the why the government needed to act quickly.
Of the 10 points, the government can implement some within 45 minutes, Nawaz said.

Police baton charge students

LAHORE: The police baton charged a large number of students of the University of Education (UoE) on Wednesday protesting against removal of two senior faculty members. They chanted slogans on second day of their campaign against the acting vice chancellor of the university and demanded her restore the teachers, Dr Muhammad Anwar-ur-Rehman Pasha, professor of computer sciences, Division of Science and Technology and Dr Shaheen Pasha, assistant professor of Special Education, whose services were terminated on Monday. The varsity management has made it clear that the teachers would not be restored. The students boycotting classes and examinations scheduled for Wednesday also clashed with the police in protest against the decision.

Gilani accepts 10 demands made by PML-N

In a climb down to prop up his fragile government, Pakistan Prime Minister Yusuf Raza Gilani accepted key 10 demands of the main opposition PML-N, including investigating graft charges.

The two parties have also reached an agreement on continuing the alliance between the PPP and PML-N in Punjab, the country’s most populous and politically crucial province, Mr. Gilani said.

People’s Party-led government had already rolled back an unpopular fuel price hike due to pressure from the PML-N and Muttahida Qaumi Movement, which recently pulled out of the ruling coalition but subsequently returned to it last week.

Mr. Gilani told a news conference yesterday that he and PML-N chief Nawaz Sharif and reached an agreement on implementing the opposition party’s 10 demands.

The government will work with a committee headed by senior PML-N leader Ishaq Dar to reach consensus on implementing the 10-point agenda.

A statement issued by Gilani’s media office said the premier had telephoned Sharif and “conveyed a positive response to his 10 points“.

Mr. Sharif appreciated Mr. Gilani’s “political acumen and maturity”, the statement said.

The PML-N heads the government in Punjab.

The premier said he had consulted PPP chief and President Asif Ali Zardari and leaders of the PML-Q and MQM before speaking to Mr. Sharif to forge consensus on key issues confronting the government.

The PPP will work with all political forces to strengthen institutions, tackle corruption, revamp state-run enterprises and improve law and order, Mr. Gilani said.

Observers said Mr. Gilani’s latest decision reflected the fragile government’s willingness to compromise to stay in power.

After the MQM withdrew support earlier this month, analysts had feared that Gilani would not have been able to survive a trust vote in parliament as the coalition was 12 seats short of a simple majority.

The PML-N had demanded that the government should investigate corruption allegations, cut spending by 30 per cent and implement a Supreme Court order scrapping a graft amnesty that benefited over 8,000 people, including Zardari and his aides.

The PML-N gave the government 45 days to implement its demands. However, Mr. Gilani contended that the PML-N had not delivered an “ultimatum” to his government.

The government, its allies and opposition parties will pursue a common national agenda to overcome economic and political challenges and the PPP and PML-N will try to find common ground, Mr. Gilani said.

He said Mr. Sharif told him that a deadline would not be an issue if the PML-N saw progress on the issues raised by it.

The premier also said that his government had “no intention” to amend the controversial blasphemy law.

It all started when residents of Beebe, in the US state of Arkansas, woke to find thousands of dead blackbirds strewn across roads on 1 January. Then, in Louisiana, about 500 birds - including starlings, cowbirds and redwing blackbirds - rained down from the skies. Only days later, news outlets once again became excited by the discovery of dozens of unfortunate jackdaws who had met their fate over Falkoeping, in Sweden.
Other bird and fish die-offs - as these mass deaths are called - were also reported as far away as Japan, Thailand, Brazil.
Conspiracy theorists have rushed to conclude that the apocalypse is nigh, while other people have mooted the idea of collisions with UFOs, or government testing of satellite-powered energy weapons.
But experts insist that what is going on is not that unusual and that the incidents are unconnected.
Poison?

Such events are usually blamed on bad weather, disease and poisonings.

On Friday, Italian scientists were investigating the deaths of the 400 turtle doves, whose bodies appeared in the days after New Year. The initial focus of the investigation was on known diseases, epidemics and viruses.
In the case of the Arkansas blackbirds, it was initially thought that the deaths were caused by some weather phenomenon - a microburst, or strong downdraft of wind, perhaps.
But the die-off, which took place on New Year's Eve, was most likely caused by fireworks, local experts say.
Scientists from the Arkansas Game and Fish Commission said the red-winged blackbirds probably flew low to avoid the turn-of-the-year fireworks and collided with objects.
An investigation is continuing.
But Grahame Madge, conservation spokesman for the Royal Society for the Protection of Birds (RSPB), describes the Arkansas case as "bizarre and mysterious", and says that it would be "almost unique" in the UK.
He suggests that the birds may have in fact been poisoned, arguing that it was a strange coincidence that the mass deaths involved the red-wing blackbird, which is considered an "agricultural pest".
"It is intriguing that the bird at the epicentre of this particular incident is also the most hated," he says.
He says they are sometimes targeted with a poison that affects the water repellency of the birds. As a result, they get wet and cold and develop pneumonia.
"If they took flight and were experiencing extreme cold or suffering the effects of the poison, it is possible that that brought them down," he adds.
Arkansas officials said preliminary testing showed no sign of disease in the dead birds and that they died of "acute physical trauma".
But Mr Madge says this could have occurred when they came into contact with buildings or the ground.
'Disorientated'
Martin Fowlie from Birdlife International says the firework explanation is a plausible one.
"If they were roosting at dark, one could imagine large-scale fireworks could put them up in the air and they become disorientated and they fly into something or into the ground," he says.
"But I also heard some reports that some birds were acting drunkenly - which would imply poisoning."
Mr Fowlie said because die-offs usually occurred in smaller numbers, many of them go unreported.
It could be that the size of Arkansas incident, combined with the fact that it took place at the turn of a new year and was followed shortly after by another die-off, prompted wider reporting of the subsequent incidents, as people tried to join up the dots.
'More research' Kristen Schuler, a scientist at the US Geological Survey's National Wildlife Health Center, told the Associated Press that the incidents of the past week were "not that unusual".
"There is nothing apocalyptic or anything that is necessarily out of the ordinary for what we would see in any given week," she says.
The USGS tracks mass deaths among birds, fish and other creatures. It says they range in size from the dozens to the thousands.
The UN Environment Program (UNEP), however, has called for more research into animal deaths in general.
"Science is struggling to explain these things. These are examples of the surprises that nature can still bring," said Nick Nuttall, a spokesperson for UNEP.
"More research is needed."
The RSPB's Grahame Madge says there has been some degree of hysteria after this week's bird incidents.
"I think there are people trying to join the dots. There is a great deal of speculation about whether it is a global phenomenon.
"What we are dealing with is separate incidents, which have different reasons. We are not undergoing a mass wipe-out of birds."

Israel soldier killed in 'friendly fire' at Gaza border

The incident happened while the soldiers were involved in a clash with Palestinian militants in Gaza.
The army said the group had been trying to plant explosives underneath the security fence along the border.
The clash follows a month of increased tension along the Gazan border with frequent exchanges of fire.
Witnesses in Gaza earlier told news agencies they had heard loud explosions close to the border, a short distance from the Nirim kibbutz on the Israeli side.
The Israeli military initially said four soldiers had been injured.
But they later said the men, who were part of a group patrolling the border, had been hit by Israeli fire. It also said one had died.
"The soldiers were hit by a stray mortar shell fired by Israeli forces as they engaged with Palestinian militants along the border," an army spokesman said.

Key ally rejoins Pakistan coalition

ISLAMABAD, PAKISTAN - The Pakistani government's reversal of a controversial economic measure won back the support of the second-largest party in its coalition Friday and staved off a possible collapse, but it also increased tensions with the United States and other international donors.

Taseer’s murder part of a wider plot: Imtiaz Safdar Warraich

Pakistan’s most high-profile political assassination in three years has bitterly divided the country, horrifying moderates but winning praise from religious scholars and lawyers who festooned the presumed killer in garlands.
A member of an elite commando responsible for protecting Taseer confessed to killing him in broad daylight outside an Islamabad cafe to silence his efforts to reform the country’s blasphemy laws.
But Taseer’s political allies suggest Malik Mumtaz Hussain Qadri, pictured grinning after allegedly pumping nearly 30 bullets into Taseer’s body, acted as part of a wider conspiracy and accused police of a cover-up.
“The martyrdom of Mr Salman Taseer is a conspiracy against Pakistan and Pakistani institutions,” said Imtiaz Safdar Warraich, a junior cabinet minister in the main ruling Pakistan People’s Party (PPP), to which Taseer belonged.
“The people behind this assassination should be exposed immediately…there was a serious security lapse,” he said.
Questions have been asked about why no policeman or guard apparently made an attempt to overpower the 26-year-old shooter.
“A former regional police officer had declared the constable a security risk 18 months ago and directed that he not be assigned VIP duty,” Warraich said.
“Telling colleagues about his (Qadri’s) intention, asking to be arrested alive and the silent spectator role of policemen deployed at the crime scene raise too many questions.”
PPP Law Minister Babar Awan criticised a “huge criminal security failure”.
“The protection of the constitutional head of a province was entrusted to murderers. Why were those declared a security risk assigned to VIP duty?”
Interior Minister Rehman Malik alluded to a wider conspiracy to destablise Pakistan, which is on the front line of the US-led war on al Qaeda and where bomb attacks have killed 4,000 people since July 2007.
“We know how much money is being pumped in (to destablise the country) and if we don’t act wisely it will explode like a bomb and we won’t be able to face the consequences,” Malik said.
He called on religious scholars, lawyers and members of the public to “act responsibly” after Qadri was publicly showered with rose petals and kisses before being charged with murder, terrorism and violence on Wednesday.

Pakistan’s Punjab Governor Salmaan Taseer, an outspoken leader of the ruling Pakistan People’s Party, was assassinated by one of his security guards in a gun attack at a market in the heart of Islamabad on Tuesday.

Forty-six-year-old Taseer was getting into his car at Kohsar Market in Islamabad’s posh Sector F6/3 area when the guard from the Elite Force of Punjab Police shot him with an automatic weapon at a close range, officials said.

The Governor was rushed to the Polyclinic Hospital where he succumbed to his injuries, his spokesman Farrukh Shah said.

Officials said Mr. Taseer was hit by at least nine bullets and sustained severe injuries to the neck and chest.

Doctors made an unsuccessful attempt to revive him before declaring him dead.

Police arrested the guard, who shot Mr. Taseer and took him to an undisclosed location.his name is malik mumtaz qadri and has been living in barah koh.Islamabad.he killed the governor due to his behavior on the issue of namoose rasalat as reported by the pakistani media .

Gilani wins PML-Q support

LAHORE: Prime Minister Syed Yousuf Raza Gilani won the support of parliament's third largest party, PML-Q on condition of good governance, Geo News reported on Monday.

Talking to the media men after meeting PML-Q leadership, Prime Minister Gilani said PML-Q has supported me earlier and would not derail the system.

Prime Minister said that PML-Q has always supported the government on national issues unconditionally, adding that Chaudhary Shujaat Hussain has assured that his party would not be part of any undemocratic step. He further said that PML-Q has assured for supporting him if no-confidence motion was filed.

He said Shujaat has convened party meeting tomorrow to discuss the issues.

PM urged politicians to support democracy and strengthen it.

Gilani said PML-Q has supported unconditionally while remaining in opposition. He said that PML-Q has always supported the government on issues of national interest.

Shujaat Hussain said that PML-Q is not against the Prime Minister, adding that it did not want to blackmail the government. He further said that his party wants to flourish the democracy.

Oprah Winfrey launches OWN TV network

US talk-show host Oprah Winfrey has launched her own TV network, which will offer round-the-clock lifestyle programmes.

The channel is called OWN, or the Oprah Winfrey Network. It is a joint venture with the Discovery channels.
OWN's start date has been delayed twice and its cost has reportedly swollen to $189m (£121m).
Among the programmes scheduled is a reality show starring the Duchess of York, Sarah Ferguson.
Winfrey has built up a huge fan base during 25 years as the host of the syndicated Oprah Winfrey Show.

The drones again struck after some pause at a suspected compound in Ghorishkai area killing five more people.

The attack was followed by yet other missiles hit targeting a suspected vehicle that had hardly reached there. The third attack, killed four people.

“The American drones fired at least six missiles on the compound and two on a vehicle killing at least nine people. The area is situated in hilly terrain rescue activities could not be conducted effectively. The officials claimed the drones had targeted the Taliban militants belonging to Hafiz Gul Bahadar group.

According to details the US drones targeted a vehicle in Mohammad Khel area of Datta Khel Tehsil some 35 kilometres west of Miran Shah the headquarters of North Waziristan agencies. At least four people were killed and equal number of others received wounds.

Some officials claimed all those killed in Datta Khel missiles hit were the foreigners, yet they were unable to give the identity of the victims.

The American drone launched missile attacks in Waziristan agencies in August 2008 and since then have mercilessly been violating territorial integrity of Pakistan despite repeated appeals made by the Islamabad stop the attacks which were earning mass hatred against the Americans. However, all the appeals fell on the deaf ears of Washington According to rough estimates alone in the year 2010 the American drones struck 120 times Waziristan agencies killing hundreds of people with big majority being innocent people as admitted even by the international watch dogs.

Gilani urges nation to struggle unitedly for its goals in new year

ISLAMABAD, Jan 01 (APP): Prime Minister Syed Yusuf Raza Gilani urged the nation to renew pledge to struggle unitedly for the welfare of people, security of the country and stability and promotion of democracy.In a message on new year, the Prime Minister congratulated the nation on the auspicious occasion and prayed to Allah to save the nation from natural disasters and keep it on the path of progress and prosperity in the new year.He said nations face good and bad times and wisdom demands that humans should devise their future strategy in the light of their past experiences.“This is the path which can give way to the future of success and achievement,” he added.

The Prime Minister said last year was very challenging and difficult for the country as it faced the worst floods of its history and tackled the problem of terrorism and extremism.

This matter is very encouraging and appreciable that the nation overcame these critical phases with confidence and a sense of conviction, he added.
The Prime Minister said the floods caused widespread damage and the nation has to bear irreparable damage in lives and property.
The government took all possible steps for the timely and effective assistance of the flood affectees and the international community generously extended help in the effort, for which Pakistani government is thankful, he added.
He recalled that people, government and non-governmental organizations, philanthropists and welfare organizations with a large heart assisted their brothers in distress and once again proved that in this hour of trial the whole nation is united.
The courageous and patriotic people of Pakistan and the law enforcing agencies, like always, countered terrorism and extremism, he said adding the day is not far off when terrorists will be completely eliminated from the country.
The Prime Minister said the government continued its journey for the welfare of people, prosperity of nation and for the country’s security and sovereignty.
“With belief in reconciliation, we continued to perform our national duty with hard work, patriotism and responsibility for strengthening and promotion of democracy,” he said adding as a result of the government efforts the state institutions became strong and now they are playing their role by remaining in the constitutional ambit.
Gilani acknowledged that undoubtedly the difficult international economic conditions and circumstances badly affected the country’s economy as a result of which people are facing problems of price hike, unemployment and loadshedding.
He said the government is fully aware of the situation and utilizing all of its resources to find a permanent solution of issues.
The Prime Minister sought cooperation and trust of the people to get out of the difficulties.
He expressed his confidence that with united efforts a prosperous and invincible welfare state will be created which will be mirror image of the dreams of Poet of the East Allama Iqbal, Quaid-e-Azam Muhammad Ali Jinnah, Quaid-e-Awam Zulfikar Ali Bhutto and Mohtarma Benazir Bhutto Shaheed.
